| Subject: | Conduct of the Next Group, Radisson's partner in Gonio, against Radisson's published standards |
Dear Sir or Madam,
Radisson's Supplier Code of Conduct requires compliance with "all applicable laws and regulations" in each country of operation and adherence to the principles of the Universal Declaration of Human Rights, and it invites any stakeholder to raise concerns through this channel. I am raising one. Next Group, Radisson Hotel Group's partner for the Radisson Blu Resort & Residences Batumi-Gonio, is in breach of both standards, through Next Hospitality LLC, in its conduct toward the owners of the Next White building it operates in Batumi.
I am the registered owner of apartments 16-11 and 16-12 at 27 David Mamuladze Street, Batumi, in the Next White complex. My titles are unencumbered and record my co-ownership of the building's common property. I bought from a private individual and have signed no management or service agreement with any Next company.
The conduct, in Next's own words and documents:
-
Since July 1, 2026, Next Hospitality has excluded me from the elevators of my own home, on the 16th floor, by means of an access-control system installed and activated without the consent of the owners, who are the co-proprietors of the elevators, and maintained against my express objection. Its purpose is to collect a debt Next set itself, charged without any contract or account, and whose basis it has not identified despite reiterated written requests. Next announced the system to the owners nine months earlier, in three languages, as avoidable if they paid: "To avoid the implementation of a chip-access system in the elevators and to maintain the comfort of our building, we kindly ask you to settle any outstanding debts in a timely manner." On October 21, its manager wrote: "The chips will be activated once the outstanding debt has been paid."
-
Until October 21, the chips were conditioned on my signature of a one-page "receipt" containing the sentence "the Parties confirm that it contains no ambiguous provisions and they have no claims against each other." Next confirmed in writing that the document waives nothing and refused in writing to delete the sentence.
-
The debt is charged under one of two contracts I never signed, sent to me on January 28, 2026, dated November 13, 2024, and August 1, 2025. Both files were produced on January 28, 2026; one cites a passport number issued after the date it bears. Next's manager called them "a requirement under the current regulations" and never named a regulation; Next's lawyer later confirmed that nothing is registered against my titles. One of the two grants Next the power to suspend an owner's use of the elevators over any debt it declares, and to "turn off the infrastructural and service systems linked to the apartment", the utilities, for any violation Next finds "rough". Next applies the elevator clause to me without my signature.
-
In February 2025, before my renovation could begin, Next's after-sales manager held my already-installed utility meters and the use of the freight elevator, which I co-own, for a payment of GEL 8,105.98: "The meter is already installed, but you won't be able to use it until you settle the outstanding amount."
Under the Law of Georgia on Homeowners' Associations, the elevators are the owners' common property (Article 5), every owner may use them (Article 7), their modification requires the unanimous decision of all owners (Articles 6 and 10), and an unpaid contribution is pursued in court or registered against the apartment (Articles 21 and 14), never enforced by exclusion. The conduct also engages Articles 360 and 150 of the Criminal Code of Georgia, which I have put to the Prosecutor's Office. Under the Universal Declaration of Human Rights, it is arbitrary interference with my home (Article 12), arbitrary deprivation of the use of my property (Article 17), and interference with housing as part of an adequate standard of living (Article 25). My wife and I left Georgia on July 9 and cannot return to our own recently renovated home. Other owners report a mother sent up the stairs with her child after midnight and a manager shutting a door on an owner who asked why decisions were not discussed with residents.
My questions:
-
Do the standards in Radisson's Supplier Code of Conduct, or equivalent standards under Radisson's Human Rights Policy and Code of Ethics and Business Conduct, apply to the developer and owner of a Radisson-branded property? If they do not, what standard of conduct toward the owners of its residences does Radisson require of such a partner?
-
Measured against those standards, does Radisson consider the conduct described above a breach?
-
What is Radisson's procedure when a stakeholder documents such conduct by a partner, and what will Radisson do in this case?
-
Will this letter be registered through the Ethics Hotline, and will I be told the outcome?
Everything above is documented, with Next's messages, the contract drafts, the registry extracts and the statutes, in English, Russian, Georgian and Portuguese:

Every statement cites its source. If anything in it is wrong, I will correct it if presented with reasoning and evidence; that invitation extends to Next, whose director I copy for that purpose. I record my correspondence on this matter in the dossier; this letter and any reply will be recorded there in full.
I would appreciate a reply within 14 days. I am reachable at lfsxs@mailbox.org, on Telegram and Signal (on my personal page below); I do not take calls or SMS. Please note I may be unavailable via email from Tuesday to Friday this week.
With regards,
